Is it possible for electric fence wires to touch each other, and still function normally?

No. Ideally, the wires of an electric fence should not touch each other, which is why it is highly recommended that the parallel wires are separated using a fence post. While some people install in-line strainers to avoid this issue, it isn’t ideal.     

Does an electric fence have to make a complete loop?

It depends on the application where you are using the EF. If the protection required is from animals then we don’t need a complete loop, but for protection from human intrusion, a complete loop is required.
